In emergencies, contracting rules change and misinformation is prevalent. In this session, we will learn how contracting during disasters really works so that you can prepare BEFORE disaster strikes. Topics include: How disasters get declared and who is in charge, Contracting with your State and local governments during disasters, Changes and flexibilities in acquisition rules and dollar thresholds, Doing business with FEMA, The role of the US Army Corps of Engineers, Required registrations and Locating solicitations, needs, and opportunities.

Jennifer Whittington is a Contract Specialist for the NW Louisiana APEX Accelerator. She began her career with PTAC in 2007, becoming a counselor in 2011, obtaining her Contracting Assistance Specialist certification in 2013, her Certified Procurement Professional designation in 2015, her Louisiana Contractor’s Accreditation in 2017, and is a Northwest Louisiana Excellence in Community Award winner. She acted as Interim Program Director for the NWLA PTAC in 2020 and currently acts as Contract Specialist for NWLA APEX Accelerator, winner of APTAC’s 2023 Economic Impact Award. In her spare time, you’ll find her rescuing cats, playing in the dirt and obsessing over hundreds of plants, watching documentaries, or reading about mountain climbing, wildland firefighting, and historical disasters. She is a lover of all things big city, small business, art, music, food, travel, and Saints football.
